WoW Forever Is Ditching Realms for Rulesets: Here's How It Works

Blizzard has confirmed that WoW Forever won't use the old realm-selection screen at all. Instead of picking a server, you'll pick a Ruleset when you create your character, and that one decision shapes a lot more than a realm name ever did.

What a Ruleset Actually Is

At launch there are three: Normal, PvP, and Roleplaying, with Hardcore arriving later. Rather than a single server with a fixed population, each Ruleset works more like its own shared player pool: everyone who picked PvP plays together, everyone who picked Roleplaying plays together, and so on. The idea is to group players by how they want to play before they even set foot in Azeroth, instead of hoping they landed on a realm with the right vibe.

• Normal: the standard leveling, questing, and optional PvP experience.

• PvP: open-world conflict is the default, not something you opt into.

• Roleplaying: for players building out characters and stories with like-minded adventurers.

• Hardcore: permadeath stakes, available sometime after launch.

You Don't Switch Rulesets: You Reroll

There's no menu option to move a character from one Ruleset to another. If you started on Normal and decide you want the PvP experience instead, that means a brand-new character built from level one in that Ruleset. What Carries Over Between Rulesets (and What Doesn't)

Collections and Legacy Points are account-wide, so cosmetics and legacy progress earned on one Ruleset show up on your characters in the others, with one exception. Hardcore keeps its own separate pool: progress from Normal, PvP, or Roleplaying doesn't flow into Hardcore. It does work the other way, though: if a Hardcore character dies, it can transfer out into another Ruleset (PvP included) and bring its earned progress along.

Grouping Is Ruleset-Locked

Dungeons and raids only work with players in your own Ruleset. There's no cross-Ruleset grouping for that content. Battlegrounds are looser and can mix players from different Rulesets, except Hardcore, which stays fully separate there too. Faction lines still apply on top of all this: Horde and Alliance can't group together no matter which Ruleset you're on.

PvP Ruleset Locks You to One Faction

This is the one place Rulesets add a real account-wide restriction. Create an Alliance character on PvP, and that's it: no Horde characters on that Ruleset for your account, and vice versa. Normal, Roleplaying, and Hardcore don't have this limit; you can run both factions there.

Setting a Language Preference

You can also flag a preferred language so you're more likely to run into others who speak it. Open the Game Menu (Escape) → Options → Languages and Social under System, then set your Preferred Online Language. It's account-wide and locked with a 24-hour cooldown once changed.

What This Means If You're Starting Fresh

Every new Ruleset is effectively a new game start: new character, no gold, no professions built up yet. Can I switch my character to a different Ruleset later?
No. Rulesets are set at character creation; moving means making a new character in the Ruleset you want.

Does my gold and progress carry over to a new Ruleset?
Legacy Points and Collections carry over account-wide, but gold, gear, and character level don't; those are tied to the individual character.

Do factions still matter inside a Ruleset?
Yes. Horde and Alliance can't group together on any Ruleset, and PvP restricts your account to one faction there specifically.

Is Hardcore available now?
Not at launch. Blizzard has said it's coming sometime after WoW Forever releases.
