To unlock the Zandalari Trolls Allied Race you have to earn the Zandalar Forever! achievement by completing all the storylines in Zuldazar and earn the Tides of Vengeance achievement by completing the Horde War Campaign.

After you’ve done that, the Recruitment Scenario for the Zandalari Trolls becomes available in the Orgrimmar Embassy.
